I would think D23 would also be too early for the DVC announcement.

You think so? What are they selling for DVC currently? Just FW? They have usually tried to be selling two DVCs at once, the end of one and a new one that they have 'open' availability.

D23 to me seems like a reasonable time to announce the gondola, however I don't know how they announce that without the DVC. My understanding is half of Disney not announcing DVC early is for their own benefit, keeping inventory in check and not cannibalizing sales ect. However I think Flordia Law also dictates how soon timeshares can be announced before sales or occupancy starts. (Someone with more knowledge will have to explain). So if they can not announce a new DVC now for one reason or another I don't know how they can announce a gondola to a resort that they can't talk about, unless they just say it's going to CBR.

If the gondolas will take away from the spotlight on Iger-land... err... SWL, it will be a minor announcement, at best.

DVC is currently selling Aulani, Poly, and Copper Creek. They won't be announcing or selling another resort until at least one of those, if not two, are sold out.

They don't factor Aulani in. I wasn't sure if Poly was sold or not. So they won't announce CBR until Poly is done.

Also, the gondolas aren't going to take 'spotlight' from anything. They're transportation, not an attraction.

I don't see how they can announce it without the DVC since the route goes through the DVC area and it can't run without construction being done or mostly done in that area.
