The men's RR will also have an HVAC/Mechanical room, but I can't figure out what the other two rooms are. One may be custodial. And the other may be storage.....

No, the two buildings are for restrooms. There are no plans for a meet and greet. Atleast not an indoor one.

It seems likely that they would move the Meet n' greet from the walkway, where it is currently a congestion problem, over near the Tower.(If that is in fact what is going up there) There would be more room, and it doesn't look like it would restrict traffic flow all that much.
