The effect is called Tilt Shift.

A lot of professional photographers use this technique ... it allows you to pull focus around objects ... the effect is very cool, however very difficult to master. Also a good tilt-shift lens will set you back quite a bit. What's really neat about this is most of the time tilt-shift lenses are used to photograph architecture, I have never seen it used before in time lapse, it's really a cool concept.

It was a Nikon ... although I prefer Canon myself. They have an L-Series tilt shift that I've had my eye on for about a year now.
