What you're describing is kind of already there. (Although, if I recall, you can get a full meal at Flambeaux's.)

It’s a restaurant with walls painted yellow, New Orleans themed decor, lots of windows, and a stage upon which they showcase jazz bands. On paper it might sound similar, but a dining room with live music isn’t the same thing as a legitimate jazz club. What I’m talking about would be a venue specifically designed for showcasing live music.

Here's the latest construction on the Black Tap and Ballast Point building continues. They have done some painting and primer on the exterior, and work has begun on the upper level terraces for dining. Supposed to be done by Thanksgiving weekend, a shame it's not open this summer for warm weather. http://www.westcoaster.net/home/2018/5/02/disneyland-resort-update-fun-facts-edition
