I'm not sure..But, he's also in the ending of the Musical Number in the movie...Just look below this text and he's right there..

I would also like to point out that I'm amazed that they gave a nod to him since he's really a Warner Brother's Animated character than of Disney...I'm only guessing that one of the animators was a big fan of the film hence his reason being in the movie and on the ride..

I thought I saw him back in October...I rode it about three times and I looked intently at the ride like in HM, but not totally sure. If it was, he might have been on the right side of the track opposite where the spinning octopus (whatever his name is) is located. Again, not sure.

Wait, if Mr. Limpet's being in The Little Mermaid is canon, doesn't that mean that the events of the film take place after the Second World War?
Seeing as how Prince Eric and his people live in a society without electricity and still rely on wind-powered sails, this implies that civilization has been so heavily damaged by some event that the technological progress of man has been reset to an earlier stage.
The conclusion is obvious: this movie takes place in a post-apocalyptic world.

It would certainly explain all the mermaids.

Well, Aladdin, Hercules and the Lion King all take place in the same shared post-apocalyptic setting, so it wouldn't be the first. Wait, Cinderella is in the same setting as the Little Mermaid- the King and the Grand Duke are at the wedding! The talking mice are all mutants! WE'RE THROUGH THE LOOKING GLASS HERE PEOPLE!

No, the Disney universe is interconnected through a series of portals through time and space, which is how House of Mouse and the theme parks work. Limpet leaked out of Toontown and found his way somewhere else

On a boring (but informative) note- Bill Tytla, the animator behind Chernabog, much of Dumbo and Grumpy, worked on "Mr Limpet". It was his last feature film work. Other than that, I got nothing...

HEY! Kingdom Hearts is awesome! We've gotten Tron and Hercules and Hunchback and Steamboat Willie! Fingers crossed that we get Gargoyles in #3.
I was speaking more about the restrictions put on the franchise by Disney that keeps the characters from truly mixing (and speaking in an aside, that lack of interaction is probably why the story turned into such an convoluted mess focused on the OCs).

After all, the only characters that really participate in "Crossing over" into each others worlds are Sora's team and Maleficent, everything else is kept separate. All because DIsney has this phobia of crossovers that they have to come up with "neutral zones" like Hollow Bastion or the House of Mouse or the whole "It's not the real guys, just toys" thing in Disney Infinity. Hell, one of the rules of the Disney Princess merch is that they cannot acknowlege each other's existence in group shots, hence why they just stare vacantly into space.

Also, we aren't getting Gargoyles in a Kingdom Hearts game ever because Disney won't allow them to use TV shows.
