This will not stop movies from being made, it will just cost more to make them and it may lead to some losing money at the box office.

This will not effect Disney as they are already pros at losing money at the box office 😉😉😉😉😉
Production costs will remain about the same as its not production that is affected, its after production is finished and the movie is being distributed that is when this takes affect. It means that ticket prices will rise for consumers (so will streaming service prices to offset those costs), that is the primary effect of this.

100% Tariffs on movies produces outside of the United States....What do y'all think of this?

Yeah well the Trade Review Act (and a few others) recently introduced indicates that those powers might be at least partially legal, as it tries to regain those powers back to the Legislative where they were and belong.

As for Los Angeles and its struggling economy, the Hollywood business collapse is not new. It goes back several years now, and it's not getting any better. Movie and TV production have fled LA for greener pastures; sometimes Georgia or other states, but also Vancouver BC and entirely diffferent countries.

The bloom is off the Hollywood rose, to be sure. The entertainment industry there is really struggling, which has put a huge strain on the entire LA economy. For every bit actor or lighting tech out of work, there's a half dozen waitresses and hairdressers and dry cleaners also now out of work in LA.

Something needs to be done to salvage the entertainment industry and the struggling economy of Los Angeles County. And as goes LA, so goes California....

According to Google, some foreign countries do place tariffs on American-made ("Hollywood") movies. For instance, since 2012, Communist China has had a 25% tariff on all American movies, in addition to having an annual quota of how many Hollywood movies are let in to the country once they pass the Communist censors.

I'm going to do some more digging, and I imagine there will be some media reporting on this in the next day or two (which would be helpful!), but it does appear that some countries have tarrifs on American movies, which leads to that lower 40% box office take compared to the 60% a Hollywood studio earns on American box office receipts.

Unless I'm just reading this too closely, you're conflating a couple things together here, no? The entertainment industry isn't failing per se and doesn't really need salvaging.

The local Hollywood production economy? Sure. Because entertainment producers have found cheaper ways to work to help their bottom-lines, and have been doing so for decades.
