Well Michael tried to explain why a little of both is the answer..but I still dont get it
Niccolo Machiavelli was, essentially, the first political commentator. During the Italian Renaissance, he wrote a book, The Prince, which discussed the roles of power among the ruling classes. Most memorable, perhaps, is his questioning of whether it is better to be fear or to be loved by your people, referring to the way in which a monarch/rules retains power over his subjects. Machiavelli suggests that "It is better to be feared than loved, if you cannot be both." Hence, if you cannot both be loved and feared by your people, it is best to have them fear you, in order to retain power and influence over them.
