Anyone know what is going on here? These photos are from today between the Express and Epcot beams.

Definitely concrete work. Within the confines of that substantial wooden platform in the first pic, I see two concrete piers, which poke through the plywood. You can see the piers in the third pic, under the plywood. And you can see covered piers in other pics.

I'm going to say they're pouring a new ADA compliant ramp system of some kind.

This has nothing to do with compliance. This is just to make it easier and quicker to evacuate in the instance of an emergency. It is easier to guide 300-600 guests down 3 exit ramps than to corral them all into a single ramp. There will be the center ramps, the new north ramps, and new south ramps.

I guess that is what it could be. I don't really know, but, it sure looks a lot more like some tiered landscaping to me along side the ramps. That might not require permits since it is closer to just gardening then construction.

FWIW - compliant ramps are not just about slope - but how long a run can be before there is a break. You must have platforms after a certain length, in addition to the max slope of the ramp.

It also depends when they were made. Most get grandfathered in until they do work on them and must meet existing code. Disney is occasionally proactive about ADA issues based off of feedback.
