They might be stationary for selfies as well. Cruella and Hitching Ghosts have been confirmed in this thread. For Disney's initial press release for this event, they mentioned more villain foes would be around, but it didn't sound like traditional meet and greets.

I’ve seen on socials that Evil Queen and Maleficent are around train station as well

I'm confirmed that there's a change for Disney's not-so-spooky Spectacular, specifically for Minnie's voice. After Russi Taylor's death in 2019, this year version saw the replacement of Minnie's part with the current voice Kaitlyn Robrock.

True Bayou Magic
Experienced Disney's version of a scarlet letter. We had a Plaza reservation at close so were given these yellow wrist bands to wear.

We were watched very closely accessing restrooms between Tomorrowland Terrace and the bypass, with a manager watching the walk. At 7:30 after dinner we were escorted by a manager and handed off to another CM that walked us all the way to the exit.

It was well done and pretty amusing. I had no idea the process so hopefully that helps someone understand how dining reservations work when overlapping beginning of a party.

Also, the ghoulish burger at Plaza was very good and among the best tasting I've had on property.

We had this happen the last two years. You have to laugh because they totally treat you like a criminal.
