Potter has not been rumored for being expanded in Islands of Adventure. According to theme park stop, the rumor is Pokemon taking over Lost Continent.

It has been clarified that this appears to be equipment for F&F, as the project apparently crosses over into parcels that are considered to be part of Islands as far as property records are concerned.
