For a serious answer there are dozens of legit and normal police activities that could have caused this. Most likely they were looking for evidence from some sort of incident.
My personal guess, and this is 100% speculation, is that they made a traffic stop and prior to the stop and or during the stop the people in the vehicle tossed something out of their vehicle. Gun, drugs, etc.
That would create this level of search. But there are a bunch of everyday things that could also be the reason.

Maybe the OP means the western side of the highway, which would actually be the southbound lanes? I had the same thought but figured it was just a typing error. :shrug:
