Personally, I think it's fine. It makes the attractions/countries stand out more with their own lighting.
For one thing, it "hides" the crowds. When it might be an issue is if you're coming out of a brightly lit area (e.g. shop) and then step outside; your night vision has been affected and will need to reacclimate (generally less than 30m, depending on duration/intensity/color of light exposed to).
