You are right for the most part, but it is guilt by association. If they want to pull over someone suspicious, fine, but to send a letter to the house accusing them of something is way out of line. That letter could easily end a marriage not to mention there are a myriad of situations that could be construed as suspicious, but are completely legitimate.The police are targeting areas known for crime and prostitution and during early morning times... I seriously doubt that tourists will be visiting those areas at those times. Just my opinion of course. I don't think it's that big of a deal.

The car owner is not being accused of picking up prostitutes... maybe there's a fine line being drawn here, but it seems to me that if your business in the neighborhood is legitimate then it'd be easy to explain your presence there to your wife/husband/SO.
