The Toy Story Parking lot was long ago earmarked as the plot of land for the 3rd gate. In fact when plans for DCA were announced, they even indicated that a third park was to follow on the plot. Also, some of the hotels and other plots occupied by housing developments are allegedly owned by Disney as well... which ones, I don't know.
OK, the issue of what Disney owns has been researched by many, including the city of Anaheim. Under council testimony, Disney has gone on record that they don't own any non-Disney labeled Hotel or Motel, nor do they have any ownership in housing developments, with the exception of a few Condos on Walnut, which is used for visiting executives.
As for the third park, while in the early 2000's, Disney claimed that Toy Story would be used for future expansion, in reality, it has never been re-zoned from Farming. Currently a temporary zoning permit allows parking. The city wants a good chunk of it to complete Gene Autry Way to the Convention Center. The city won't rezone it without a trade off. The Katella CM lot, being converted to the Bullseye Guest Parking lot. That land is zoned to allow Disney to build what it wants to.
ALL of Disney Future plans are focused on reapplying for the Eastern Gateway project (later this year), and expansions to Disneyland, DCA and the current Transportation Plaza being converted to Park use. (When the Eastern Gateway is built).
Sorry, but these are the realities, and since I am a new member of the S.O.A.R. Advisory Committee (Disneyland's Political Arm), I know what I am talking about...
Sorry, but there is no Third Park planned for Anaheim, and not even Blue Sky. If anything, you will get a Toy Story Parking Structure, and a Hotel pad(s). The most immediate need for DLR is parking, even after the Pixar Structure opens.
