It's not necessarily the Imagineers that are doing bad - it's the higher-ups who make budget cuts on expansion while throwing a billion dollars down the drain so they can track every guest on their property. While the creatives need to learn how to rein in a budget and make something magical (HP Phase 1, the new Springfield expansion, etc), the higher-ups need to remember that Walt Disney was always looking to improve things and regardless of ticket sales or merchandise sales or food sales, he always brought something new every year wherever he saw fit and closed attractions that just didn't work.
