The Utilitdors are only one level deep. Most of MK is raised one story so the utilidoors extend down one story "ground" level. It's impractical to go deeper due to the high water table in Florida.

Exactly. Look at where the water line is for Seven Seas Lagoon and for the mote around Cinderella Castle. You can't go lower than that without having issues.

Here we go

Taken in the hub looking towards the castle. The concrete box bottom left to centre is the section of tunnel that's truly a tunnel below ground level. Real ground level is its roof. The base of the castle in the background shows how high up the rest of the Utilidors stand. The top of the base is the level of the Fantasyland floor level.

Roughly halfway between the top of the tunnel and top of the castle base is "ground" level of the hubs walkways.

And another interesting one:

The "building" that makes up the Fantasyland utilidor. The black area is the roof of the Utilidor and the walking area of the guest area. The dirt all around is real ground level, and the dug trench is for the real lower tunnel under the hub waterways.
