Well, it may not be as bad here in Jersey but, it's still pretty cold when the wind blows. For me my first suggestion would be to move to Florida, but since that may not be possible, what I like to do while there is just walk down Main Street right past the store fronts and get hit with the cold flow of air from them. And what is that? SOmething like I have in my picture?
It's a neck wrap made of fabric that has tiny little absorbing beads inside it. It stores flat, but when you soak it in water for about an hour or so, the beads absorb the water and it puffs up. The beads will hold onto the water all day long. You wrap the cobber around your neck like a scarf and it cools your body down because it sits against your carotid artery. It will keep you cool all day long.
