Movie: Old Yeller
Character: Jiminy Cricket; and Travis Coates (from Old Yeller) -- Jiminy because he was fun yet a voice of reason with a cool voice itself; Travis because the character was well-drawn for his age and was allowed to face the difficulties of growing up in a meaningfully-told story.
Also liked Kevin Corcoran's "Moochie" character in multiple '50s TV shows (MMC Club) and movies (and not that much different from his Arliss character in Old Yeller) -- a classic American kid character, easy for kids to identify with, and for adults to recognize from the neighborhood. Not a complex character, but a lot of fun and easy to identify as someone you might know. Antithesis to today's often too-sarcastic youth characters who say things that only an adult script-writer would say.
As for animated characters, I think that the wicked witch from Snow White is hard to beat.
