Maybe her - probably some lousy young show writer. But I'll give you either way that it somehow got her approval and made it into the show. And it's lame. I've said that before and I'll say it again. This isn't some sort of "gotcha".

But let's not pretend that she woke up one day and said "LET'S RUIN THE AUCTION!" and just made it so. She was told a change needed to be made to the scene and then did a whatever job with it, but she also convinced them to approve money for a nice new moment in the Caverns while they were at it. Without her we would have just seen the Auction spoiled and got nothing nice to go with.

People act like she's out to ruin the park when frequently she goes out of her way to turn the volume of destruction down from a 9 to, like, a 3.

LOL, yeah sorry. I was actually confusing it with the daily rates for some WDW multi-day packages. I think a week of park tickets is like $500. I might even be wrong on that.
