The problem with a projection though, is that's its still just 2d. A reflection of a real object is 3-dimensional. (stand in front of a mirror and shift side to side, the angle of the reflected room changes, now try it with a tv)
A large scale Pepper's effect like the Ballroom scene wouldn't work at all with a projection, it would look flat. I could see it working for smaller scenes though, like the Nemo projections at The Living Seas. Or with a fixed angle scene, like the beckoning ghosts in the hallway in Tower of Terror.

Yes, it's called parallax.
Simply put, it is the apparent shift of an object against a background due to a change in observer position.

One thing I've learned is never say anything is impossible at WDI. The gorillaz performance didn't look 2-d it looked pretty real. I'm not suggesting this new technology replace the classic palor tricks of the mansion, just that it's a new concept Imagineers are toying with.
