Well in my opinion this is either:

A: The Black and White costumed Cast Members who always walk around right there.

B: Streetmosphere wandering into Tower

C: A disgruntled Cast Member looking to scare guests.

D: A ghost image from a horrible Imagineering experiment gone wrong, trapping a themed character into another unseen dimension which occasionally opens up into our world for a brief moment.

Now this would be cool. This is the kind of thing that I've been saying for years that could really help add to the atmosphere of Disney's Hollywood Studios. They need to have a LOT more people in character just walking around. It would add a lot more fun.

But I have a feeling Disney thinks this costs too much.
