Getting enough water in the parks/collapsible water bottles

I'm reluctant to do that just because I would need 15-20 of those a day and it seems like that would take up a lot of time. Do you think I could go right up to the counter while people are waiting for food and ask for water, or would that be rude?

You need to wait in line.

Do you think I am better off carrying a regular water bottle and filling it at water fountains periodically (I don't mind the taste of FL water), or get the collapsible one?

I routinely carry a 32oz Nalgene with me at all times. Last trip I brought a 16oz Sigg with me instead. I'm not as comfortable with the Sigg as I just don't use it that often, but it is easier to carry. The smaller opening does make it a bit hard to fill, but when carried next to 2 refillable mugs, it takes up significantly less space. I can't see a collapsible one doing much good. A 16oz Sigg or Nalgene will probably make more sense as you keep filling it, water is cooler and fresher and a big bottle you schlep around full.

I'm a big fan of the Vapur anti-bottle.
My friend and I bought these right before doing Universal/Busch Gardens/Sea World last year during the first week of August and they were a real godsend, especially since both of us are coaster enthusiasts and neither one of us likes to carry a bag at a theme park. These are small enough to wad/roll up into the size of cell phone and stuff into your pocket. There's no filter, of course, but it's a very cool, durable design that's fun to use and believe it or not still made in the US.
