Free dining in September?

I have read a lot about free dining in September. Can someone please elaborate a little more for me? My family will be visiting POFQ the second week of September. Any info would be much appreciated.

its a good thing you are staying at PO because they sold out of the value free dining a long time ago. At this point they may be out of the moderate resorts also

If I'm not mistaken, I think the free dining plan may be sold out for all weeks except the first week in Sept.
