When we were there in October, we didn't have a problem exchanging our AP vouchers (which had the FP+ attached) in for the AP tickets to be linked to our bands. It took a few hours on the phone with the Disney web people before hand, and a bit of explanation at the guest services window at MK, to accomplish this, but in the end everything was fine.
What really helped us is that I had done my research and was able to be patient for the others to catch on to what I was doing. At the time, we only got the green vouchers in the mail (despite the promise of the email with numbers).
