Does anyone know if there are any restaurants or other places that don't allow flip flops (nice flip flops) or casual wear?

Below is some information from wdwinfo.com. However, I know Victoria and Albert's is a bit different from what is below.

Restaurant Dress Code
For the Signature Dining Restaurants, a "Business Casual" dress code is in effect:

Men - Dress pants, jeans or dress shorts and a T-shirt or long sleeve shirt with collar is required. (Jackets optional.)

Women - Jeans, skirts or dress shorts and blouse, sweater or dress is required.

NOT PERMITTED: Tank tops, swim suits or swim cover ups, hats for gentlemen, cut offs or clothing with rips/tears are not allowed. T-shirts with offensive language/graphics will also not be permitted.

The Signature Restaurants are:
Artist Point, Bistro de Paris, California Grill, Citrico's, Citrico's Chef's Domaine, Flying Fish, Fulton's Crab House, Il Mulino, Jiko's, Narcoossee's, Portobello Yacht Club, Shula's, Todd English's bluezoo, Wolfgang Puck Dining Room and Yachtsmen Steakhouse.

Signature Dining spots have a dress code of business casual and flip flops and park attire are not allowed, however dress sandals are acceptable.
Restaurants in the parks expect guests to be attired in casual clothes so it is permissible there as well as the other hotel restaurants.

I have never had a problem wearing nice flip flops to California Grill, Jiko, or Fulton's, so I would guess the other "Signature" eateries would be fine, too. I would guess that they would be inappropriate at V&A's, though.

I have seen many people wearing flip flops at the signature eateries too. I don't wear them because I don't like them, but have worn my sneakers to these restaurants.
