Probably just more preemptive cost savings. I'm sure someone noticed that below a certain temperature level, the lost money that day. Just codified it so that if the forecast is at such an such level, announce close and not have cast report. It would suck to be a Blizzard Beach cast member in the winter hoping for a steady paycheck, though. Granted, they may just reassign to other duties but you do save money by not opening certain things on days when the weather hurts operations. A water park is no fun when cold!
