Just to add to this, Disney does this for other attractions currently. Only one I have personal experience on is Buzz Lightyear. When it E-stops, guardrails made of cable and chain raise along the sides of the ride track to stop people from falling into the scenes. They lower again after the track is in motion.

My question: Does anyone know from the construction shots, is there a stairway or elevator in the old city that the track passes through? I'm interested in what the show scene inside that might be and if it is part of the evacuation system.
