Epcot & Phantom Manor

This past weekend I was watching Martin's tributes and decided to watch the Phantom Manor tribs. I found it to be a unique version of HM but with a plot and really neat AA's. But I wanted to know more about the ride and the music especially the haunting music box in the gazebo. I went to doombuggies.com and Happy-Haunts.com and found out something interesting..As you enter the Phantom Canyon section many of the characters within the town are molds of people from World of Motion and one being the Mayor who happens to be none other than Dreamfinder who loses his head as he greets you with the original ghost host voice of Paul Frees. It's funny if you think about it. That they take defunct characters and place them where many attractions go after there time is up it's an Epcot H-E Double hockey sticks town.

Something I've always wanted to know:

How do these figures end up in Paris before their respective rides in WDW actually closed? More "lets just borrow their face molds" than actual AAs, or are we looking at Disney perfecting time travel?

My guess it's a cost cutting measure for their budget.
