That's true. ICP program is null at this point.Small tributes/celebrations are fairly common at the World Showcase Pavilions when they're staffed by the international workers. Cast members celebrating with flags when France won the World Cup is a good example. Unfortunately, since the vast majority of international workers aren't there at this time, I wouldn't expect anything.

But the pavilion in EPCOT is UK - therefore encompasses Wales. Considering Charles is Prince of Wales (and son of Philip) and he is line for the throne, and Wales is a part of the UK. The OP's question surrounding possible tributes is valid.
The UK/ England thing is kind of offensive to people outside of England and it shows a lack of culteral awareness. Its sad to see people still thinking the UK is England when it is so much more than that.
Yes the characters do represent more from England but Lewis Carol was inspired by a trip to Llandudno in North Wales... If Disney wanted England they would have build England but they didn't thry built the UK.
When the IP cms come back ask them about the UK. Lots are Scottish and Welsh. There is a perminent cm in the rose and crown from Wales hes been there over 20 years, and loves to discuss his home country.

The architecture actually represents lot more than England and we do have pubs all over called the rose and crown including in Wales and Scotland... Am unsure but I think the name rose and crown was chosen as it was the most popular name for a pub at the time. Georgian style buildings can be found all over the UK too.
