"Early Theme Park Entry: We know how much guests enjoy extra park time, so coming later this year as part of our 50th anniversary celebration, Disney Resort hotel guests and guests of other select hotels will be able to enjoy more fun with 30-minute early entry to ANY theme park, EVERY day. It’ll be a great way to get a jump start on your Disney day, no matter the day! As a reminder, the Extra Magic Hours benefit was suspended when Walt Disney World Resort reopened last summer, and as we continue to manage attendance with health and safety top of mind, Extra Magic Hours will not return. The new early theme park entry benefit helps us better spread visitation across all four theme parks, while providing added flexibility by giving guests extra early park time on each day of their vacation and in the park of their choosing. Please note that guests need valid admission and a park reservation made via the Disney Park Pass system to enter a theme park."

So those staying at a moderate or value resort are unable to take advantage of the extra hours like in the past. This seems to be a reason for people to stay offsite as no perks to stay

They can use the morning early entry. Rope dropping for offsite guests is far less effective because early entry is every park, every day.

The extended evening hours once a week at MK and Epcot, and now DHS from April, is only for guests at DVC and deluxe resorts, including Swan, Dolphin and SoG.

It is unfortunate as we are staying at one if the budget resorts like in the past and were able to stay for extended hours then.

That, or “we need to introduce exclusive perks to our deluxe resort guests in lieu of premium service since we can’t even clean their rooms.”
This is a positive for guests of deluxe resorts that pay the highest rates. Since most of the posts on this site have been critical, including mine, lately of Disney practices they deserve credit when credit is due. It certainly doesn't feel fair considering that previously all guests had a evening magic hour benefit, but the problem is that Disney Deluxe resorts other than location barely meet the definition of luxury. I think most on this forum agree with that position. Since Disney is not willing to up the luxury, they need to find another way to make it worth it for deluxe guests. Disney's biggest problem will be trying to cater to a luxury clientele that doesn't find any "value" in their resorts. Providing these "perks" is one way to provide that luxury benefit.
