Basically everyday that COP is open and on limited hours the ride gets many times more guests than expected, and Disney is caught with their pants down because those "conclusive" guest serveys that deem DCA and Animal Kingdom a creative success say that COP is not an attraction that people care about anymore.
Bottom line:
Timekeeper and COP are closed because Disney does not want to run them anymore, not because the guests do not want them. But I didn't have to tell you all that, did I?

BTW, on a different note..... When I was on CoP, I saw perhaps the dumbest tourist ever. Near the beginning of the show, a cell phone rings. A man GETS UP to stand in the corner and talk on the phone. While the ride is rotating, the man OPENS THE DOOR to look outside. The ride stopped about 2/3 into the rotation. Once the man noticed what he did, he ran back to his seat. After about a minute, and an announcement to remain seated, a cast member came in to talk to the man. He acted as if he didnt do anything, and OBVIOUSLY pretended that he couldn't speak English. The conversation was basically "Did you open this door?" "Nooooo......." "Did you stand up here and open this door?" The cast member demonstrated exactly how the man had stood in the corner and opened the door. Still the man acted clueless. The cast member then asked the audience if the man had opened the door. Everybody shouted "YES!" in unison. The cast member told the man to stay seated during the show and let him sit back down. After the rotation was finally completed, we saw that scene again, and the rest of the show ran smoothly.:brick:
