The way they have it in the picture, I bet you could put a standard curtain rod (like the white metal ones) right at the top of the window, hang some brown drapes then take your nicer round-metal curtain rod and put it maybe 1/2" or 1" above it and it would have that layered look?

(My mom is ALWAYS redecorating something we have these conversations at least 10x a week.)
