The stairs in your 2013 photo are still there. They are now exclusively for the use of Club 33 members.

I don't know if you're joking, but you're sort of right. I'll explain. The 2013 photo is of the Court of Angels, which was closed off to the general public (AKA most people that visit Disneyland) to become a part of Club 33. The 2016 photos are of a different staircase in the gift shop near the exit to Pirates of the Caribbean. It's in between the Pirates section and the Haunted Mansion/Jack Skeleton crap section. Now, I do think you're right to be disappointed, not only because of the closure, but because the 2016 staircase looked better before they repainted it in gaudy colors.

Help me since I've only been to DLR 3 times, 1985, 2013 and 2016. The staircase from 2013 is no longer there, correct? The 2016 is a new staircase?

There are 2 courtyards, each with a set of stairs in NOS: the Royal Courtyard and the Court of Angels. Both staircases are still there and have been in place since the land was built in the 60s. The Court of Angels stairs are no longer visible to guests who are not members of Club 33.
