Just to close the loop on this for anyone in the future that may be reading this for their own situation...
Here are the steps I took:
1. I purchased the pass on the DLP website. Paid via paypal. I got the Infinity pass. If you're in the US, you're going to want to choose the "ship to home" option, as that allows you to book your park days once you have your AP number. If you choose the other option, you can only book one park day, until you pick up the pass the day you're at the parks.
2. After you purchase the pass, you receive an email and have to "complete your file" before they'll mail you your pass. I believe you have 10 days to do that. There's a link on the email. It's information like birthday, etc... And you have to upload a picture. I was on an iOS device. I had the option of picking something from my photos or accessing the camera. Then you crop the pic down so it looks like a passport photo. Once your file is complete, you'll get an email saying so, and that the pass will ship soon.
3. At this point you can either wait to receive your pass to get your AP number, or you can call and ask for it. They'll give it to you once the pass is created. In my case, I bought an Infinity pass. That pass has it's own help line. From the US, you dial: 011 33 1 60 30 60 84 (I think I grouped those correctly, but that's the order anyway). Then you hit 2 for English. For other pass levels, you can dial the WDW ticket line and asked to be transferred. Those people couldn't help me because I had an Infinity pass, so I had to dial that number directly.
4. Once you have your AP number (either by calling to get it, or waiting till it shows up in the mail) you have to register it. You will have received an email with a "register me" button after you bought the pass.
5. Once you register it, you can reserve up to 3 park days, reserve your "privilege tickets", and so forth via the Annual Pass website. Privilege tickets are reserved on the Annual Pass website, but you don't pay for them until you pick them up at the parks the day you go.
