Yes, you can set the language to English in your profile and all content is available in English with English subtitles from what I've seen. Where available they also offer Dutch audio (animation only AFAIK).
The signup process is as follows:
1. enter email adress;
2. create a password;
3. choose a monthly or an annual subscription;
4. select a payment method (bank, credit card, or Paypal).
I just checked with a dummy email address and a non-EU Paypal account and it's not rejecting that based on the country the Paypal account is registered in. However, I did not complete the process. In my experience with US websites and non-US Paypal accounts the geoblock usually happens before you can select a card in you PP account, so I do think it'll go through with a foreign PP account but I'm not 100% sure.
They do not ask for an address, or even a name other than the one on your credit card.
Other than that it's basically like an Amazon Prime trial: you sign up for an automatic renewal and you card will get charged on November 12, unless you cancel your subscription before that date.
What's available now in 'beta' can certainly be added to. Also, what's available in one country may not be available in another. And what's not available may still be held up with licensing to other outlets for a year or two more. That being said, looking at the video posted, I saw:
- All of Pixar except Brave, Ratatouille, and Toy Story 4
- All of the MCU except Captain Marvel, Endgame, Incredible Hulk, and the Spider-Mens
- No Fox super hero movies (X-Men, F4, etc...)
- All Star Wars Movies

There are a few Disneyesque documentaries, as well as a couple of Parks specials:
- The Pixar Story;
- Walking Sleeping Beauty;
- The Boys - the Sherman brothers' story;
- Frank and Ollie;
- Decorating Disney Holiday Magic;
- the Disney's Fairty Tale Weddings season (6 episodes + 2 specials).
There may be more but that's what I've bumped into so far.
One very annoying thing is that you can't add something to your watch list from an overview page. You have to click on it to go to the details and then you can add it to your watch list. But if you then want to go back to the previous page with the overview you had, your filter is gone, so you have to start from scratch. So let's say I search for "Mickey" and the list of results pops up, then I have to click the item I want to add to my watch list to go to its dedicated page. But when I then want to go back to the search results for "Mickey" all my results have disappeared.
Something I do like is that they have "through the years" pages so you can look at the movies by decade (and if I'm not mistaken they're ordered by release date).

I've managed to get the app on appletv using a smart dns but I can't get the website to allow me to sign up. Even though I'm using a VPN it defaults me to the US site

Disney+ launched early in the Netherlands as a kind of Beta, it's free for two months. Dumbo is on there. The two Rescuers movies are missing, along with Tarzan, Princess and the Frog, Treasure Island and Make Mine Music. The Ugly Dachsund is there, Unidentified Flying Odball is there, Escape to Witch Mountain is there, and The Love Bug is there.

Expect a lot of changes to Hulu now that Disney controls them completely. I expect that to become the home of most of the Touchstone and Fox content.
With the two services as a bundle, it makes a lot of sense.

They sent out an email today related to geoblocks: apparently anyone who used Paypal to pay, or who signed up using the app needs to provide additional information to be able to get access when they're in other EU countries. If you paid by credit card they check the country the card was issued in.
I'm guessing this is related to an EU law which went into effect last year or so, and which states (as I understand it) that you should be able to access any streaming content you paid for even if you're in another EU country than the one the account is registered in.
So it looks like VPNs won't do anyone any good.

- note that "LucasFilm" is not being promoted as a brand, but, instead, "Star Wars" is used... wonder how that will affect the Indiana Jones franchise resurrection?
- Disney is touting big name actors, directors, and producers who will make Original Content for Hulu and D+. They seem to want to get the point that this is not just “TV” which is normally seen as an inferior medium to cinema. (But, that stereotype has already been broken by award winning series and movies made for HBO, Netflix, and Amazon Prime.)

There is a long list of films that they made that are family friendly that might be on Disney+ (Peanuts Movie, Ice Age, Rio, etc.)
There is a lot of questions but we are about two months out so, not to long.
Also will Fox possibly get their own named section for Fox? Most likely.

I think most Fox properties, including Blue Sky will be on Hulu. I was surprised when they said The Simpsons would be Disney+. That's all just speculation on my end though. Hulu sounds like it will be the home to most of "Old Fox's" shows and movies.
