Maybe it's to force theaters to promote other Disney movies? Beauty and the Beast, Guardians, and Pirates are all going to be out at the same time, and Cars 3 comes out in June.

Could be. They have a lot coming out through the rest of the year, really.

Also, did something happen with Disney and Amazon? I recall in the past being able to pre-order months in advance. With Moana, it was “out of stock” on release date, with never the ability to preorder, and now I’m not seeing anything for BatB either.
