they could always build more parking garages by Simba or by Magic Way if they decide not to use the entire space for parks. To be clear I do feel they will use these lots for the parks in some big way. Just saying they could always add on a garage or sm behind or near. They just literally got the City of Anaheim to approve to change the zoning for Simba from a parking lot so they could use it for expansion. Why on earth would they then turn around and use it for more parking?

Magic Way is being closed off from traffic as part of DisneylandFoward, so no parking lot is going there.

It’s replacing the Pumbaa lot and has been known as the Pumbaa structure by many during discussions, so will make sense to use Lion King characters for the level names.

The Pixar Pals garage was built on the old Cleo parking lot, and was called the Cleo structure during planning and construction. But they didn't name the new garage after Pinocchio characters. What it's named now will have no effect on what they call the new one

No duh, I’m fully aware the old name has no effect on the new name, I’m just saying that it would make sense to use Lion King character names. But this is Disney they don’t always do things that make sense. For all we know they’ll use Marvel character names and call it the Avengers structure.
