So, if I got this right, a Shanghai type gardens weenied by IASW as the entrance train station leads to International Street instead of Main Street?So, Imagine seeing the entrance Mickey flower arrangement that is by the train station.... leading into a gardens.... Similar to what @Voxel was working on for a Brazil park a few years ago... ( You can see it where the hub would be on this map)

But it'll have fountains similar to Imagination and a lot of the partners/character or fantasia statues.... So getting into the park can be an actual experience.
The gardens will be on a slant.... So it doesn't obstruct from the view of the train station or confuse you where you're heading.
I was thinking the train station could actually be IASW.... While going through the train station could lead into a "International" Street instead of a Main Street.
I think we could easily re-mis a blair infused brick/victorian themed IASW to make it look like an incredibly beautiful entrance.

Lineup is one of the most difficult things for me to get down with Disney Quebec Resort. I keep going back and changing things around because I'm just not happy with it. Any tips?@spacemt354 I just started version 4 and started off with a big change I removed one land and put Star Wars in instead. I also have a ride list
It's hard to come up with a line up. You will revise a lot. My current list took 4 months of thought to get concise enough to be happy with. The key is to keep it varied and different. Don't remember rides next to eachother. Don't put two simulator next eachother even if they are both unique amazing rides. Also think outside the box. For instance when you see my list later tonight you notice ideas that have never been done before or are of my own design Some of these I have been working on for 3 years and I'm finally comfortable enough to talk about them, and let other ppl critique.Lineup is one of the most difficult things for me to get down with Disney Quebec Resort. SEABase and Kingdom of Stories are some of the hardest line ups I've ever come up with because of those and my Tomorrowland could quite possibly make it's own theme park with how stuffed it is.It's hard to come up with a line up. EDIT: Looking at my Google Docs line up, Adventureland, Fantasyland, and Tomorrowland could actually make their own single day parks.
I think I've given myself permission on a lot of the lands with a ton of shared show buildings though. My plans for most of Fantasyland essentially come down to 3 mega-showbuildings with surrounding areas. My big problem is the massive Tomorrowland because there's nothing I want to get rid of but a lot I can get rid of.Ahhhhh, well than what you might need to think about more than just ride line up is space constraints. As for IP heavy or Dark ride heavy I think it depends on the type of park. Look at Disneyland, it's an extremely heavy Dark Ride park and it's amazing, however Epcot was all dark rides at one time and it doesn't work.
Finally, always ask for opinion. Opinions, why they can be painful and hurt esp when someone says remove something. They provide another point of view for seeing your work and how it appears to other people.

I would said that it's time to re-examine the themed set up. Perhaps instead of ONE giant park have a resort with a Tomorrowland park, fantasyland park, etc. Or looks at scaling back. If you ever want help or advice I would glad assist where I can, I know personally that @spacemt354 and @MonorailRed are great areas of advice.
