The scaffolding isn’t the trigger. You could do an entire project with lifts and still have to file the notice.I don’t know about Florida but where I’m from you can paint whatever you want but the scaffolding needed to paint a guitar that big would definitely require some permits.
No, it’s not just because it’s commercial. Most residential work isn’t going to hit the project valuation requirements.To repaint an exterior or interior of residential, no permit required. Probably given it’s a commercial project
