It does sound like Elfman, but it doesn't necessarily have to be by him. I think its more likely that they used Edward Scissorhands as a "temp track" and hired someone to mimic it.

Umm... Isn't that what they did for the Haunted Mansion Holiday attraction at DL? The first season of it?

Yes, Elfman had complaints, so the first year of HMH was done by someone else (I think it was John Debney). The second year was scored by Elfman, and ironically enough, several tracks were returned to the first season tracks after low guest satisfaction w/ the changes.
