Most likely its to hoist up an AC unit, unless they have some construction going on.

We were there the 11th-15th, it was up the 12th-15th all day we could see it good from BLT

Crane II

We stayed at the Wilderness Lodge September 14th - 21st. We had a courtyard room in the south wing so we got a really great view. They had screening/netting up in the area above Artist Point and were doing some sort of tuck pointing or spot painting. Folks with hard hats were up on the roof near the flag poles and they weren't raising and lowering the flags. I guess no one said Disney couldn't do repairs on their hotel, but it would have been nice to have had advanced warning. Fortunately they only worked on the weekdays and from about 9-4 or so.
