I never liked Chico and the Man, I just didn't get it. But I absolutely loved Sanford & Son and watched it religiously.

I mentioned this to the humorless crowd over in the Politics forum, but I have recently been practicing my Fred Sanford Heart Attack gag for when I catch Covid. I think the nurses in my ward will really get a kick out of it!

Like many communities, Anaheim is dealing with a shortfall in our City budget due to the economic disruption of Covid-19. A gap of $75MM to $100MM stands between Anaheim City Hall and the ability to provide the world-class services that residents, business partners, and visitors have come to expect from us. Cutting services is not acceptable. On the other hand, Anaheim does not raise money on the backs of our taxpayers. We just don’t.

Unlike other communities, Anaheim is uniquely positioned to face the challenge.

We are uniquely positioned to overcome our budget crisis thanks to the economic strength of millions of visitors who enjoy Anaheim’s warm hospitality every year, visitors who will return when it is safe to do so. We enjoy the skills of highly qualified professional staff searching every municipal couch cushion for loose change as we speak. Anaheim also enjoys a legendary partnership with the private business sector, combining the strength of City Hall with the creativity of entrepreneurs. Most importantly, Anaheim is also led by 7 elected officials that we feel certain are able to set aside the issues that have divided us so far, and work together for the greater good of Anaheim’s people.

Thinking outside the box is what Anaheim does best. We call it, “The Anaheim Way.”

For decades, Anaheim has hosted tens of millions of visitors every year, with hotel taxes paid by those visitors providing about one fourth of our General Fund revenues, after expenses reflecting long-term investments in the Resort made by Anaheim taxpayers. Until now, those visitors have offered a huge return on our investment, helping to cover some of our daily expenses, in addition to funding bond payments covering past Resort improvements.

Industry experts tell us that long-distance visitors will not be returning in great numbers for some time, and our Resort patrons will be coming from the surrounding region for day-trips. This means Anaheim will support visitors with the same services and amenities, as well as our obligation for Resort improvements, while collecting far less in taxes without hotel stays.

The ideal solution seems to be devising a way for those day trips to translate to revenue, covering the loss of overnight stays without reaching into the pockets of our residents and local businesses. This has been discussed in the past, with news media reporting an “admission fee” for entertainment tickets, including theme parks and sports venues, has shown to be very popular with residents. These proposals have always been rejected by the City Council for a variety of reasons before voters could weigh in.

In the early 1990s an admissions tax of $1 per person was considered to prevent cutting core services during a $20MM budget shortfall. Instead, City leaders imposed a tax on utility bills, burdening Anaheim residents through an essential service rather than ask a minimal contribution based on a luxury expenditure. That choice cost leaders their seats in elected office.

We owe it to Anaheim stakeholders to consider every opportunity to correct the budget deficit we face, while preserving services provided by City staff. Those services translate directly to quality of life for our residents, and property values for those who invest in Anaheim.

If the City Council does not work with business partners to create an agreeable solution, it is certain that an outside group will force the issue through a citizen initiative and special election, likely without the input of those whose patrons will be contributing the fee.

As Council members, we often disagree, sometimes passionately. We are likely to disagree about whether to place a new “Local Services Premium” of minimal cost on entertainment admission prices onto the November ballot. Even if we agree to this purpose, we are likely to have different views regarding which entities might be exempted from such an effort, to protect those who would be harmed by increased cost to their patrons, and we are certain to disagree on how the funds may be spent. It is also possible that voters may reject such a proposition.

What is certain is that the idea merits consideration, which can only be done in an open and public meeting of your elected leaders. On Tuesday, June 23rd, we expect to raise this subject during the Council Communications portion of our meeting, where we trust our colleagues will step up with the support needed to place an item on an upcoming agenda for discussion.

We hope we can bring all stakeholders in for a lively debate, to craft a revenue stream that is agreeable to all involved, rather than imposing a measure on the private sector from the ballot box. We want to invite discussion with residents, businesses, our non-profit groups, educators, and our professional staff, to identify the expenditures you feel are most important to preserve and direct funds to those key areas. We want to find tools to protect new revenue streams from being diverted to special interests, and ensure fair and equitable distribution of funds, so that all 6 Council districts enjoy the benefits of funding, with the leaders you have chosen to represent your area having the last word on projects and programs in each area.

Most of all, we need to hear from you.

Love Sanford n Son! Love the intro music. They don’t make shows like they used to. I’ve never seen Chico and the Man but my Dad seemed to be fond of it as well as some show called Welcome Back Kotter.

First off, I haven't been on the boards for days, as lots of things happening regarding Anaheim before this.

And my personal life has been crazy due to both my Mother and Mother in Law having medical issues (Non Covid).

But let me share what I wrote to my S.O.A.R. Collogues (edited).

So when you are in need of Tax Dollars, Disney is an important ally, but when money is flowing in as usual they are a burden?

Yes, that's it exactly. Politicians like Dr. Moreno are happy to openly vilify and sharply criticize private employers like Disneyland when they bring in 55% of the taxes going into Anaheim's general fund. But once Disneyland shuts down for three months with no approved reopening date, then suddenly Disneyland becomes a valued partner and a historically important "ally".

Can you even imagine the mental gymnastics that were required to get that to work inside Dr. Moreno's mind based on all of his previous statements about greedy Disneyland that was nothing but a Capitalist leech on Anaheim's backside?

Oh, don't even get me started! How the heck are you supposed to pronounce Latinx? And who the heck thought that was a good idea to start making up nonsensical words?

Do I literally say "Latin Ex", or is it more fluid and I'm supposed to pronounce it "Lahteenex" (rhymes with Kleenex)???

Why not cut out the middle man and just use the world Kleenex? There could even be sponsorship money there.

I have half a mind to drive down to Fullerton Junior College - Go Hornets! and ask the kids on campus who refused to fly a drone over Star Wars Land for us how an aging white guy is supposed to pronounce that word.

But I can't even begin to think how I'm supposed to pronounce a made up word like Chicanx, shortly after I bring the word Chicano back from the dead at my next dinner party.

Oh, I'm retired.

I recently had the guest room and bath remodeled, I do light gardening, I'm trying to get better at French cooking, I enjoy weekend entertaining (See: getting better at French cooking), and then a few times a day I check in on this website.

What's your line of work?

I find the hypocrisy of this to be so funny. I'm sure Anaheim wishes it was like 2018. At some point back then I wrote a post about how their tune would change if Disney packed up and moved. Now sure enough the park was closed for a few months.

This reminds me of my peers in college that would trash talk their parents, but when they needed money, their parents became their best friends.

I'm surprised these politicians who have been so anti Disney aren't using this time to close down the "big evil corporation" themepark for good.

What I find interesting is that the Progressive Liberal Candidates are financially backed mainly by UNITE HERE 11, the Hotel Employees union. So they are attacking the employers who hire their members, and therefore creating and gathering the union dues that are spent against themselves.

Very interesting! It's obvious that not all is happy and contented in Unionland.

I can't imagine my union writing a letter to the governor demanding that my employer not be allowed to operate and employ me, without the union consulting me first. :oops:

The City Council Meeting is going on, and will go on for hours more.

Dr. Moreno did bring the Gate Tax up in the discussion of Item 20, the city declaring a fiscal emergency in regards to COVID-19. The rest of the council members basically said no.

But to have the Gate Tax Discussion placed on a future agenda, he needs 3 votes, He has himself and Councilmember Barnes, and it looks doubtful currently, but things can change over the next 10 items, all of which are expected to take a long period of discussion. Only after all the items are discussed, is when each councilmember can suggest items for future agendas.

So it will be hours before we know if Dr. Moreno has found a third.

And if not, we presume that UNITE HERE and their friends will attempt a ballot initative.

If that happens, the first question is will it be a legal measure? In the past, UNITE HERE has made mistakes that made the measure invalid.

Then can they get enough signatures? They have done so in the past fairly easily, but with COVID-19, and some ticked off Union Members, well, can they do it in this climate.

If those happen, be prepared for a large amount of campaigning from both sides before the election.

The Gate Tax proposal will not go away tonight.

So glad that we do this via telecommunications.

12:15 AM and the City's Placeholders Budget has been approved 6 to 1, with Dr. Moreno voting No.

Now to Traffic Impact Analysis, switching from LOS to VMT because the State said we had to..

Can you tell I am losing my sanity due to the length of the meeting....

Won't get as lucky on the next item.

Wow, I was wrong, Dr. Moreno accepted defeat and only said a few words...

Now to Council Communications at 12:30 AM, starting with Denise Barnes, and she is reading a prepared statement regarding the Gate Tax.

So Councilmember Barnes wants a discussion of an Entertainment Tax on the July 14th Agenda, Dr. Moreno seconded.

And crickets from other councilmembers.

Fails to get a third.

So it will not be on the next Agenda.

Looks like the next move is for UNITE HERE (or another group) to make.

The Gate Tax is not dead, it might be a key part of the November Election, and with three council seats up for election, well, be prepared for a lot of news about it.

It might be best if Gate Tax is not implimited with most people are out of jobs. And when the economy slowly goes back to normal, they should think about consumers being more cautious how they spend their money at a bad economic timing.
