That is most likely a construction debris barrier (also known as a turbidity curtain). This is done anytime there is any work done near a shoreline where contaminating the water is a possibility.
If anyone feels less lazy than I, you can find Little Red in his Jeep next to Pride Rock, the cast eatery at DAK. It's west of the Avatar plot.

Main launch site for fireworks at MK possibly. Area in top left of map is fenced and has maintained gravel area within fence lines. This is in a straight line behind the castle, backstage.

A secondary location for the fireworks that launch to both sides of the castle are located in the next map image indicated within the red box lines. They are the blue rectangles on the roofs of Philharmagic and Many Adventures of Winnie the Pooh/Fairy Tale Hall Buildings.
