On rare, rare, EXTREMELY rare occasions, you may be offered an upgrade for some logistical reason at the hotel, but it would be something they *offered* to you, not something you requested. If you ask to move to a higher room category, they are either (a) not going to have the availability at the last minute or (b) would require you to pay the difference in cost between your reservation and the upgraded room price. I wonder if there is some reason why, when they are not full, they would prefer to have most or all of the people in the tower. Pretty sure they weren't full; I heard a lot of people were getting upgrades. Existing tower stays were getting upgraded to the concierge level and the garden wing was getting upgraded to the tower.
