Dubai has to probably be the smartest Middle-Eastern country on the planet. The people of the country have realized that their economy based almost entirely on oil is eventually going to die out. But like most Mid-east countries, there is no other natural resource really availible (silicon actually I would say but I have yet to see a mid-east computer giant). So, Dubai decided to spend billions upon billions of dollars to turn their country into the number one resort area of the planet. This means building huge man-made islands seen from space, huge skyscrapers, huge hotels, and huge theme parks.
So basically, it is probably one of the few middle-eastern countries that will welcome everybody. But obviously Dubai will have theme parks. But if I were Dubai, I would have Disney build a Disney there. It is the most stable of all Middle-eastern countries.
