How come some of the characters at WDW talk and some don't? I've noticed those in full costume such as mickey and goofy don't talk but those such as cinderella and snow white can. I understand about voices, but why let the princesses talk?

Over at DCA i saw on the internet that they had a dinasour AA that walked aroudn the park with a guide and intereacted with guests, so they are actually testing such tenchnology.
