Closing the parks would be the safest, it would eliminate risks from the rides and of course risks associated with travel.

In fact death would ultimately eliminate any risk.

I thought the upgrade were for employee safety. I never heard about any safety issues related to guestes. I read there is a pressure sensor going in on the utility decks, that shut the ride if an emloyee is in that area. And an I-baem that shuts the ride if some enters the load/unload restricted area. Theres no plans to change anything else on the ride are there?

Pretty much, most of the changes are just for the guests and cast member's safety.
