...which is in the grand tradition of Disney parks' stuff being initially botched and fixed up later. This is from Michael Barrier's book:

When Disneyland opened on July 17, 1955, Main Street was finished and a half dozen Fantasyland rides were operating, but the other three lands offered only that many rides among them (a precise count being difficult because so many attractions broke down in the course of the day). ... Much of the park ... was bare dirt and empty spaces.​
So, the Dumbos knees are scraped. It's a mistake, to be sure, but they'll fix it. No organization gets everything right at first nor did they ever.
Maybe 8th time will be the charm

It seems like something is missing here. If that would have happened the first day they turned them on for testing I would think they would have fixed it before opening it to the public. There are always issues with things like that in new construction. That's what punch lists are for. I have never walked a job without making at least a page worth of punch list items.

I wonder if something settled or shfited to cause the problem. Anyway, the concrete issue should be able to be solved in a day or two. If the dumbos are fiberglass they can be patched without pulling them down. This doesn't really seem like a big deal, and likely not an engineering problem.
