Canada Underutilized?

As far as Canada pavilion being underutilized - you forgot about Japan, Italy, Germany, Morocco and Great Britain. None of these even have an attraction. Each of them is nothing but shops and one or two eateries. Oh, yeah, at least Japan and Morocco have museums of sorts.

I hear they are thinking of adding an Elsinor Beer factory walk through.

Cute Strange Brew reference, but you may be onto something there. Perhaps a brewery walkthrough would be something that could attract people. When I visited Disney's California Adventure, I really enjoyed the sourdough bread and the tortilla factory tours. Perhaps something like that at Epcot would draw in crowds, especially if you offer free samples (specifically beer).
