You can make your ADRs 180 days from the date you wish to dine - as you're staying off property this means you'll have to ring daily as only guests staying on property can make their ADRs in one call at the 180 day mark. That is unless you wait until all your dates are within the 180 day period
My room only reservation will eventually be converted to a package (about 1 months prior to arrival) Do I need to then call dining back and let them know that I'm on the meal plan? Are the meal plans linked to my reservation number (which I believe will change?)

I dont think you would have to. I know when I went last year, every time I checked in for the ADR, they asked me there if we were on the dining plan or not. I think it would only matter if you have an ADR at a place that needs a credit card hold/charge. If you are on the DP you only have to give a hold for the CC, not sure if its the same if it's a room only.
I know we booked CRT for this trip. At the time we wanted to use the DP for it. But after looking at some other places we were going to eat, it was better to pay for CRT and use the DP at the other two places. I called and told them we wanted to take CRT off the dining plan, and they said to simply let them know when we check in.

poster did not say he was staying off property, he said it was room-only, probably converting to package later...which means he is staying on property. so he will be able to utilize the 180 + 10 rule to make all reservations in one call at the 180 day mark.

No, you do not need to call them back, just tell them when you check in for each reservation. The meal plan is not linked to your reservation number and the reservations # would not change unless you change the time or # of people (they usually have your reservation number linked to your phone number...whichever phone # you gave them at the time you get ADR's.) When you get ADR's, they ask if you're on the DDP because they then can explain which restaurants will take two table-service credits. For some reservations, even if you have DDP, you still have to give them a credit card # to hold it (like the Fantasmic dinner packages) they don't charge your card unless you fail to show up (then it's like $10 per person no-cancellation/fail to show charge.)
